The Realist Illusion, a Patriarchal Reality, and the Plight of Osama the Pirate

Abstract

Leader-level impunity is not well explained by deficiencies in law or extinguished reliably by correction of those deficiencies. Nor is this impunity often fully explained by disincentives to collective action or by peculiarities in political culture. Motivational insight here may usefully come from outside the expected disciplines.
