Abstract
As Congress prepares to consider legislation to expand federal support for civilian national service programs, Peter Levine argues that service is good for communities and for those who serve, and that it can help restore Americans' connection to their government and public life. But service has limitations and should not become universal or mandatory. Voluntary programs of reasonable size are elements of a broader approach to civic renewal.
